Essential
- Proven ability to establish personal credibility by building
and maintaining trust and confidence with management teams in a
business or organisation and proactively contributing to
organisational success.
- Strong experience of acting as a change agent, leading and
managing change programmes and working proactively to make
organisational change happen.
- Strong experience of coaching and consulting at a senior and
middle management level, underpinned by a collaborative and
supportive style of working.
- Proven, project and programme management skills, knowledge &
experience.
- Strong theoretical and broad practical knowledge and
experience of the wide spectrum of HR and OD interventions and
experience of delivering pragmatic improved business results.
- Strong understanding of employment law and employment
practices with a track record of developing, implementing and
maintaining HR policies and procedures.
- Strong understanding and experience of HR business
partnering as a mode of service delivery i.e. getting to know
and understand the business or organisation and to identify how
HR can best contribute to its success.
- Strong customer focus and proven ability to build productive
relationships at all levels of the business or organisation.
- Must hold corporate membership of the Chartered Institute of
Personnel and Development and evidence of continuing
professional development.
- Strong experience in developing HR and OD strategy and
translating strategy into plans of action.
- Good experience in leading and managing small to medium
sized HR teams in a small, medium or large organisation.
Desirable
- First degree and/or postgraduate qualification in an HR
and/or work psychology related subject
- Professional coaching and/or line management experience
- Some experience of HR transformation
- Some experience of working in the public sector
Duties and responsibilities
Core
- As part of the Corporate Secretariat management team provide
an effective HR/OD service to the senior management team, heads
of units and team leaders.
- To manage the HR team, Specialist HR services and other
service providers, e.g. payroll and pensions, so that the
services provided reflect current best practice, are of
consistently high quality, and are accessible and responsive to
customer requirements.
- To champion and drive HR and OD initiatives across the MPA
such as communication, staff engagement and organisational
change.
- To recruit, motivate, train, develop and performance manage
the HR/OD team to ensure an effective team capable of meeting
its objectives.
- To formulate HR/OD strategies and annual service plans and
budgets so that the team has clear priorities and appropriate
resources are allocated to their achievement.
- To resolve the complex and high-level operational issues so
that they are dealt with effectively.
- To lead on policy and system development so that services
are developed in line with MPA priorities, customer need and
best practice.
- To ensure the work of the team links effectively with
related service provision, within or external to the MPA, so
that coherent and value for money services are provided.
- To manage the team and service provided in a way that
promotes the MPA’s approach to equality and diversity.
- To maintain and develop specialist expertise and
professional contacts, particularly within the GLA family group
and MPS, cascading knowledge and sharing best practice and
legislative changes with colleagues as appropriate.
Supervisory responsibility
- 1x Business Partner HR/OD (full time)
- 1x HR/OD Co-ordinator (part time)
Reporting lines
- Reports to the Chief Executive for business and strategic HR
matters
- Reports to the Head of Corporate Secretariat for corporate
governance and policy and business support matters
