To be successful, the Chief Executive to the Authority needs to ensure high quality staff are appointed to well-designed jobs and that effective support is given to the Members of the Authority in all areas. MPA members are expected to play an active role in evaluating the activities of the MPS and in shaping the Policing Plan. The Chief Executive to the Authority and her staff have to serve as brokers between the Commissioner and his senior staff, MPA Members, the Mayor of London (and his staff) and the Home Office. In all respects, high levels of confidence between MPA members and their staff will be required; broad agreement must be established on the ‘operating model’ for the MPA, and in the medium term the MPA must be seen to deliver value in helping to shape, monitor and support the MPS. TreasurerThe Treasurer of the MPA carries the statutory responsibility for the integrity of the MPA’s finances, including those of the MPS. Apart from a small number of relatively senior people who support him directly, he has to work through and co-operate with others, especially the Director of Strategic Finance in the MPS and his senior staff. There is a clear need to establish and develop mature working relationships through which the Metropolitan Police Authority can:
Ultimately the Treasurer of the MPA is the head of the finance profession for the organisation although in practice this role is performed on a day to day basis through the MPS’s Director of Strategic Finance. Joint working and transparency is necessary in many areas. It is the MPA’s role to gain resources for the MPS Commissioner, and to this end joint representation on many bodies and in many discussions is required. The MPA is also however responsible for the robustness of financial management as a whole and for obtaining Best Value. Head of Engagement and PartnershipsThe Head of Engagement and Partnerships for the Authority manages the delivery of the MPA’s borough based work and linked statutory responsibilities including:
The Head of Engagement and Partnerships is also responsible for leading on the implementation of the MPA Community Engagement Strategy 2006-09; leading for the MPA in partnership activities, and providing a One-Stop Shop for all of the MPA’s community based activities. In his current role, Martin is also the chair of the London Safer Communities Policy Forum, an executive member of the London Community Safety Partnership and the London Anti Social Behaviour Reduction Board.
