The Standing Orders / regulations of the MPA

Introduction

The purpose of these Standing Orders is to regulate the conduct of the Authority's business to ensure fair and accountable decision making. They also provide for the delegation of Authority functions and decision making to committees, sub committees, panels and officers.

Standing Orders can only be changed by a resolution of the Authority. Where applicable, they shall be read and interpreted together with the provisions of Schedule 12 to the Local Government Act 1972 and any amendment to, or variation or re enactment of, those provisions.

The Standing Orders / Regulations are in six parts, as follows:

• Part A: The authority's procedural Standing Orders
• Part B: Committee terms of reference, which set out the powers and functions that the Authority has delegated to its committees
• Part C: The scheme of delegation to the officers, which sets out those decisions that the Authority has delegated to its officers and the Commissioner of the Metropolitan Police Service
• Part D: The authority's code of conduct, which Members of the Authority must abide by
• Part E: Financial regulations
• Part F: Contract Regulations

Good conduct and anti fraud policy

The policy in relation to Good conduct and anti fraud applies to Members and employees of the MPA,  police officers of all ranks, police staff and all external persons with whom the MPA conducts business.

MPA  processes  to be followed:

• Extraordinary meeting
• Vote of no confidence
• Suspending standing orders
