MPA calendar of meetings 2006-2007

Summary

Following approval of a new committee structure, this report proposes the MPA calendar of meetings for its formal meetings for April 2006 to June 2007.

A. Recommendation

That the calendar of meetings for 2006 -2007 be agreed.

B. Supporting information

1. At the Authority meeting on 26 January 2006, members approved a new committee structure and agreed that a calendar of committee meetings be presented to its February meeting for consideration. A copy of the draft agenda is attached at Appendix 1.

2. In drafting the calendar, it should be noted that, as previously agreed with the GLA and other functional bodies, Thursday afternoons (last Thursday morning of each month for full Authority meetings) should continue to be allocated for MPA meetings in order to minimise potential meeting clashes. Members have also previously agreed that where a Thursday was not available, meetings should be programmed into the calendar for Thursday mornings, Mondays or Fridays.

3. As part of an extensive consultation process, officers have discussed the proposed calendar with colleagues at the GLA and other functional bodies, the MPS, leading officers within the MPA as well as members and have attempted to incorporate any views into the proposed calendar.

4. A degree of continuity has been maintained in drafting the calendar, in order to ensure up-to-date and relevant information is available to some committees: Further adjustments are given below.

Full Authority meeting continue to be held on the last Thursday of each month. The exception being the December 2006 meeting, which due to the budget process, is scheduled for Thursday 19 December 2006.
Co-ordination and Policing. This meeting has in the past had to be held on a Friday due to the number of meetings and limited Thursdays available. However, the new structure allows for some Co-ordination and Policing Committee meetings to be held on Thursdays at 2.00 pm. Where this is not possible, meeting have been scheduled for a Friday at 11.00 a.m.
To ensure meetings are scheduled in members diaries, the calendar also includes date/times for Chairs meetings.
It is proposed that the Finance Committee continue to meet 10 times per year and hold a joint meeting with Planning, Performance and Review Committee on Tuesday 10 October 2006.
Human Resources Committee. As agreed at the January full Authority meeting a final meeting of this Committee to conclude business has been scheduled for 6 April 2006.
Professional Standard and Complaints Committee and Professional Standards Cases Committee. As this Committee and Sub-Committee are likely to consist of a similar membership, its is proposed that they meet on the same day. Both this Committee and Planning, Performance and Review Committee are required to meet on the proposed dates each month in order for meaningful data to be presented to members.
Some members have indicated that it would be useful to hold Corporate Governance Committee meetings on the same day as Workforce Modernisation and Remuneration Sub-committee meetings, as they are likely to be members of both meetings. This has been possible for two meetings, however the Corporate Governance meetings in June 2006 and 2007 have to meet on the scheduled dates in order to be in a position to sign off the final accounts.

C. Race and equality impact

In drafting the calendar, consideration has been given to possible religious holidays and observances.
