Independent Member Appointment Panel

Summary

This report asks members to agree the membership of the Independent Member Appointment Panel.

A. Recommendation

That Len Duvall, Richard Barnes, Graham Tope, Richard Sumray and Rachel Whittaker be appointed to the Independent Member Appointment Panel in respect of the current Independent Member vacancy.

B. Supporting information

1. The Authority has an Independent Member vacancy following the resignation of Abdal Ullah on his election in May as a London Borough Councillor.

2. Members will recall that the appointment of Independent Members is a three-stage process:

1. A Selection Panel interviews applicants to produce a long list of four candidates for the Home Secretary to consider. This panel consists of Reshard Auladin (the MPA’s representative), Sukhvinder Stubbs (the Home Secretary’s representative) and Roger Panton (who was appointed by the other two panel members). This panel will have completed their task by early August.
2. The Home Secretary then produces a short list of two candidates – the target for this stage is for the MPA to be informed of the short list by early/mid September.
3. These candidates are then interviewed by an appointment panel to make the final appointments. This panel must consist of GLA and/or Magistrate members of the MPA. The legislation does not prescribe a membership size for this panel. It is proposed to achieve a balance of Assembly Members and Magistrate Members with a panel consisting of Len Duvall, Richard Barnes, Graham Tope, Richard Sumray and Rachel Whittaker. The aim is to hold interviews in mid-September for report to the full Authority at the end of September.

3. The Authority is asked to appoint the membership of this panel now so that arrangements and interview dates can be agreed.

C. Race and equality impact

None in relation to the appointment of this panel although equalities considerations are integral to the selection and appointment process.
