Whilst there is an extensive scheme of delegation to the Authority’s committees, the full Authority reserves to itself major policy and financial decisions and other decisions which cannot be delegated. These include:
There is also provision in Standing Orders for the Authority Chair or for any three members to ‘call in’ a committee decision. This has the effect of suspending that decision until the full Authority has had the opportunity to decide whether it wishes to call in the decision and, if it does, whether to confirm or change the committee decision.
