67. MINUTES OF PROFESSIONAL STANDARDS CASES SUB COMMITTEE (PART 1): 21 FEBRUARY 2008 (RECONVENED) AND 13 MARCH 2008

RESOLVED – That the minutes of the Professional Standards Cases Sub Committee (Part 1): 21 February 2008 (reconvened) and 13 March 2008 be confirmed and signed as a correct record.

68. Declarations of interests

No declarations of interest were received.

69. Exclusion of press and public

(Agenda item 4)

A resolution was put to exclude the press and public from the meeting during the remaining agenda item as it would be likely to disclose exempt information as described in Part 1, Schedule 12A of the Local Government Act 1972 (as amended).

RESOLVED – That the press and public be excluded from the meeting during the remaining agenda items.

Part 2: Summary of exempt items

70. BUSINESS INTERESTS APPEAL – POLICE REGULATIONS 2003 - APPEAL AGAINST A DECISION BY AC GODWIN

(Agenda item 5)

After considering representations from solicitors acting on behalf of both the officer concerned and the MPS it was agreed that the appeal case be remitted to the MPS to reconsider promptly.

71. ALLEGATIONS OF MISCONDUCT

(Agenda item 6)

(This item was considered before item 5.). Members had received the report of the Chief Constable of Gwent, who had been asked by the MPA to investigated allegations of misconduct by an ACPO officer. The Chief Constable had concluded that there was no evidence identified to justify any further criminal investigation into the alleged misconduct, however there were lessons that needed to be learned by the MPS on the issues that arisen. It was agreed that the Chief Constable’s report would be sent to Deputy Commissioner to inform the MPS’s investigations and future remedial action. An enquiry into possible misconduct by another ACPO officer was delayed pending a review in six months time.

(This item was dealt with before items 5 and 6 at the request of a member.) Subject to one change the minutes of the Professional Standards Cases Sub Committee (Part 2): 21 February 2008 (reconvened) and 13 March 2008 (reconvened) were agreed.
