Part 1101. Apologies for absence(Agenda item 1) Apologies for absence were received from Reshard Auladin, Jennette Arnold R David Muir (Deputy Chair) Elizabeth Howlett. An apology for lateness was received from Toby Harris (Chair) and it was agreed that Richard Barnes should Chair the meeting. 102. Declarations of interest(Agenda item 2) No interests were declared. 103. Minutes (Part 1)(Agenda item 3) Resolved – That the minutes (Part 1) of the meeting of the Co-ordination and Policing Committee held on 7 May 2004 be confirmed and signed as a correct record. 104. Review Of The Taser (Electronic Stun Gun) TrialThe Committee received a report that gave details of the ‘Taser’ trial within the MPS, as part of the ACPO conflict management assessment of the weapon as a less lethal option. The report also informed members of a proposed expansion of the trial to permit non-firearms’ officers from specialist units to use ‘Taser’. Members raised a number of questions relating to the rationale for deployment of taser; proposals for training, non-firearm officer use; monitoring of deployments of taser and the impact on the community when the option is used. Confirmation was given of the number of deployments of taser and how many times it was actually discharged. Confirmation was given that the proposed extension of the trial to non firearm officers would be complemented with training and that monitoring of the trial would continue and reported back to the appropriate Committee. Members were also informed that those officers using taser would also be reminded of the process of disciplinary process relating to any deployment and that this would be incorporated into the training programme. The Committee were given details of the process of informing those people who were in the location following the deployment of a taser, as well as discussing taser with the Community. Resolved – That member note the details of the trial an acknowledged the possible wider issues by the Metropolitan Police of the M26 Advanced Taser for use as a less lethal option by selected officers as part of an extended ACPO operational trial, subject to Home Office approval 105. Retendering Of Payroll And Pensions Administration ServicesMember received a report informing them of the status of the re-tendering of the contracts for outsourcing payroll and pensions administration services and which sought the Committee’s approval to issue the ‘Invitation to Negotiate’ documentation to a qualified short-list of bidders. Resolved – Members approve the issue of the ‘invitation to negotiate’ documentation for the procurement of payroll and pensions administrative services to a qualified short list of bidders. 106. Any Urgent Items(Agenda item 6) There were no urgent items. 107. Exclusion Of Press And Public(Agenda item 7) Resolved – That the press and public be excluded from the meeting during consideration of the following items as exempt information as described in paragraph 1 of Schedule 12(a) (1) of the Local Government Act 1972 (as amended) is likely to be made known. Retendering Of Payroll And Pensions Administration Services(Agenda item 8) In conjunction with agenda item 5, members also received a report that provided further details on the re-tendering of patrol and pensions administration services.
