PCA investigation into the death of Roger Sylvester

The Chair of the Metropolitan Police Authority, Toby Harris, today responded to the outcome of the investigation by Essex Police and the independent Police Complaints Authority into the death of Roger Sylvester on January 19, 1999. The CPS have advised that no further action will be taken against any MPS officer in connection with this case.

“On behalf of the MPA, I would like to extend my deepest sympathies to the family and friends of Roger Sylvester.

“The duration of the investigation and the inconclusive outcome does nothing to build community confidence in the way such sensitive cases are dealt with both internally and externally.

“This is an unsatisfactory outcome for all concerned and also highlights the problems and reforms needed in the current complaints procedures.

“An MPA member will be tasked to go through all available information that can be accessed to confirm that existing protocols were followed in this case.

“The Macpherson Report recommended (Recommendation 58) that the Home Secretary consider what steps should be taken to ensure that serious complaints against police officers are independently investigated as “investigation of police by their own or another Police Service does not inspire public confidence.”

“The MPA would therefore welcome a public inquiry into issues that arise from this case and one that would look at how the current complaints system could be reviewed and reformed.”
