Metropolitan Police Authority - November meeting

A meeting of the Metropolitan Police Authority (MPA) will be held in meeting room 1 (ground floor), 10 Dean Farrar Street, London SW1 on Thursday 30 November 2006 at 10.00 a.m.

MPA Members will consider a paper on a review of the national, international and capital city (NIC) policing services of the MPS and how to best ensure the implications of this work are taken into account by the Home Office and other funding decision makers.

Len Duvall, chair of the MPA, said:

“The Whalley review highlights many challenges the Met has had to face to fulfil its national, international and capital city policing services, including London’s increasing importance as a world city and the increasing propensity for international organised criminal gangs to concentrate their operations on the capital. We are also facing a new reality - terrorism on a global scale carried out by criminals who are prepared to kill themselves alongside innocent victims.

“It is of great concern to the Authority that the financial settlement for the Met’s NIC functions was last fully assessed back in 1997. Since then London, and consequently the Met’s duties to protect the city and its communities, has changed dramatically with immense resource implications that are undeniably more substantial than those faced by any other UK police services.

“The Authority believes that it is time for the entire regime of financial settlement to be objectively examined, most especially in regards to terrorism. We cannot continue to rely on an opaque system of annual special payments to pay for pressing operational needs.”

Other items on the agenda include:

• 2007/08 budget submission;
• update on the Met Modernisation programme; and
• Independent Custody Visitors - administration arrangements.

Commissioner Sir Ian Blair will give an update on operational policing issues in London and present a written performance report.

Please note: the Commissioner's update will take place as near to 12pm as possible, discussion permitting.
